“Last summer, 23-year-old Iryna was riding home on the train when a deranged monster, who had been arrested over a dozen times and was released through no cash bail, stood up and viciously slashed a knife through her neck and body,” the President said.

He continued: “No one will ever forget, the people on that train. No one will ever forget the expression of terror on Iryna’s face as she looked up at her attacker in the last seconds of her life. She died instantly.”

Anna Zarutska was seen wiping away tears as those seated near her offered comfort.

Trump added that Iryna had “escaped a brutal war only to be slain by a hardened criminal, set free to kill in America,” before addressing her mother directly.

“Mrs. Zarutska, tonight I promise you that we will ensure justice for your magnificent daughter, Iryna.”

When Anna rose from her seat, tears streaming down her face, much of the chamber responded with applause. Some lawmakers, however, remained seated.

“How do you not stand? How do you not stand?” Trump asked, repeating the question.

The Attack in Charlotte

The fatal stabbing took place aboard a Charlotte light rail train. Surveillance footage later surfaced, bringing widespread attention to the case.

The suspect, DeCarlos Brown, was charged with violence against a railroad carrier and mass transportation system resulting in death.

His mother also said he had struggled with schizophrenia and that the family had made repeated but unsuccessful efforts to secure mental health treatment for him.

Political Fallout Intensifies

The case soon expanded beyond a criminal investigation and entered the political arena.

Republican lawmakers criticized local Democratic leadership, arguing that prior criminal justice decisions contributed to the circumstances surrounding the attack.

Some GOP officials pointed to former Governor Roy Cooper, who is now a candidate for a closely contested U.S. Senate seat.

They claimed Cooper bore responsibility for Brown’s release from prison following a previous armed robbery conviction.

The accusations centered on a February 2021 settlement in which Cooper’s administration agreed to release approximately 3,500 nonviolent prisoners to reduce overcrowding during the pandemic.

Reports indicated that Brown was included on the list of individuals released under that agreement.
